The last grave is that of Charles Salter the brother of Rose above
He died at just 15 months of age from Dysentery, 11 day (from death certificate)

Unfortunately the White Hills Cemetery Records are incomplete for Charles

After discussions with the Bendigo Cemetery Trust. This has been identified as a common grave that has no headstone. and is unlikely to be able to be located.
